Tank Controller Upgrade

Provides: Component API Tank Controller

This upgrade allows the robot to store fluids, one per upgrade, and allows fluids to be piped into or out of the robot. It also allows filling or draining fluid container items within the robot's inventory, as well as inspecting fluid stacks.
